Version 1.2 CHANGES AND ENHANCEMENTS
Asset acquired and disposed in the same year
Version 1.0 allowed depreciation for assets placed
in service and disposed of in the same year if mid
quarter convention applied to the assets and the assets
were acquired and disposed of in different quarters of
the tax year. This was allowed by IRS temporary
regulations in place since 1990. In October, 1992 IRS
issued final regulations (effective for tax years
ending after 1/30/91) that do not allow any deduction
for property placed in service and disposed of in the
same year for either mid quarter or half year
convention. Fixed Asset Pro now follows the final
regulations.
Section 179 in Financial, State and Other Books updated
The Financial, State and Other Books have been updated
to reflect earnings and profits treatment of expensing
or IRS Code Section 179 deductions. In these books Sec
179 works like this:
The sec 179 will not be subtracted from the basis. It
will be divided by 5 and that amount is added to the
current deduction for the year. The sec 179 amount is
added for the first five years of life of the asset.
The accumulated depreciation totals all the current
depreciation deductions. In the year of disposal sec
179 will not be allowed so it will not decrease the
basis for computation of gain on the disposal of the
asset.

AS WE GO TO PRESS THIS IS THE STATUS OF TAX LEGISLATION:
The Clinton tax program is in turmoil. Investment tax
credit may be a victim of the deficit. The President
is still likely to propose an investment tax credit to
prod the economy but it will be cut back and probably
available for a short time span.
Rental owners must watch for law change concerning
personal property assets used in rental units.
Expensing was not allowed on personal property items
ie: furniture, washers, dryers, etc. until 1991 except
for hotels, motels or units rented for less than 30
days. Then the law changed. Currently expensing is
allowed on such personal property items but the 1993
tax bill from Chairman Rostenkowski could change it
back again.
Depreciation of nonresidential real property could be
slowed under the proposed tax bill for property placed
in service after February 24, 1993.
Tax Tip..... Taxpayers who were building or under
contract to purchase prior to February 24, 1993 should
try to place the property in service in 1993 if you
want to use the 31.5 year recovery period for regular
tax.
